Does a Character with Relay Orders have to be within the CE range to RECEIVE the CE. Example Kanan Jarrus has Relay Orders and is 12 squares from Hera Syndulla. Does he GAIN Survival Expert? I know he can still GIVE the CE to allies within 6 of him. Could I have an Explanation as well please, so I can Understand it?

Yes, a recipient of a CE must be within range, either of the commander or another character with relay orders. It cannot relay orders to itself, as it cannot count range from itself.
