Queen Amanoa vs Kaliyo Djannis (Anarchist) Options

Can Queen Amanoa's CE be used to attempt to activate Kaliyo Djannis? Amanoa has Disciplined Leader but Kaliyo has Anarchist. Here's the relevant card text and glossary.

"Disciplined Leader" wrote:

No. Kaliyo is not subject to commander effects to begin with.
DL prevents suppression, so the 2nd part of Anarchist would be nerfed.

I'm not an authority on rules but I would say no. Anarchist has two parts. Disciplined Leader protects against the second part but I don't think it would against the first, because if it did then it should follow that droids would be subject to the CE, as the wording is the same. Basically, not being subject to commander effects does not suppresse the CE, which is the only thing Disciplined Leader guards against.


P.S. I know you probably already thought of all this and are just waiting for an official ruling, but I thought I'd post anyway. Wink
