If I bring in a Loth-cat through Marn's Bribery, will it be subject to the commander effect I steal? Non-sentient says it is not subject to commander effects, but Con Artist says it IS "regardless of restrictions". I honestly don't know. Thanks!

This might bear some more thinking/discussion, but my thought would be that it wouldn't be subject to a CE. The "regardless of restrictions" part of Con Artist is meant to get around conditions of the CEs themselves, like having certain special abilities or being within a given range. It doesn't, to the best of my knowledge, make characters subject to CEs that ordinarily wouldn't be. It's no different than if Marn brought in something with Savage.

Interesting. A quick look shows why this hasn't come up for Savage. All Fringe savages are over 10 points. The only savage under 10 is Imperial, and they don't have Reinforcements (and Pellaeon pretty much means they never can get them).
Watto can make something Savage, though. But clearly Watto turning a bribed Con Artist into a Savage has never happened or we would have discussed this before.

I was originally thinking that same thing, as well as thinking along the general lines of the game where you choose the negative ability/connotation first and foremost (i.e., the old Gonk getting Speed 8 but having to keep Speed 4 debate). It's just that while like you said, it's MEANT to get around those conditions (things like faction specifying), obviously we all know that not everything works as intended in this game (A Wookiee Hunter AT-ST counts as a Wookiee, Squint and Malak are different people, etc.).

I'm of the thought it would work.
Like most collectible games, SWM is a game of exceptions, and what we have here is an exception to an exception.
So, while Non-sentient/Droid/Savage normally can't be affected by CEs, Con Artist would be a way to bypass that restriction.

Ruling:
Per design intent, Con Artist does not bypass restrictions that designate a character as "not subject to commander effects".
This includes Droid, Savage, Non-sentient, Anarchist, various Spirits and so forth. In order for such a character to use Con Artist, the chosen CE would need to have the proper overriding clause.

This will be clarified in a future glossary and/or FAQ update.
