If my shooter is based with an enemy character with diplomat, can I target another enemy character and shoot that character, even though I'm based by the diplomat?

Not a rules expert by any means, but I don't think you can. Had that tactic used against me before and it is really annoying.

The glossary definition makes it pretty clear you can't, unless that other enemy you want to target is also adjacent. The definition on the card doesn't even mention this, so this would be a bit confusing.
