Depends on what you mean. Strafe Attack is a special ability that generates attacks.

I would add, it generates non-targeted attacks.

So, if you give someone with strafe attack a free attack at the end of a move (from CE or other source,) they can or cannot make a strafe run?

can not. A free attack doesn't allow you to move, so they could only stand and do it. Strafe says WHILE MOVING.

I implied everyone read Ani STAPs card that he could twin strafe. Sorry for the confusion

In short, the only way a strafer could Strafe AND utilize Extra Attack would be if that character has GMA
|

Non-targeting attacks get around the "can't target" part (e.g. Lightsaber Sweep, Strafe Attack, Counterstrike) Unpreventable attacks get around the "can't attack" part (e.g. Overwhelming Force, Brutal Strike)
And then Indiscriminate ignores both parts of Diplomat. And Political Operative ignores the ability by name.

Move 6 or more, attack everything (twice with twin) But, "this turn, this character cannot attack any enemy twice" is specifically mentioned in the wording of the ability. Would it not prevent Twin from triggering since is specifically states that during this turn (of him using strafe) he cant attack any one enemy twice.

You'd think that, but it's poorly worded. It just means you can't attack the same character twice with Strafe Attack.
WotC answered the question a long time ago. I think it might be in the FAQ.

If you had say Han in stormy armor and an Ewok Hang Glider, you could in fact charging fire (strafing while you go) and then perform the charging fire attack at the end of the move. This has been around since WOTC days. Does this answer your question?
