"Each round, after all characters in your squad are activated..."
Meaning during the turn of the last character, or after the turn of the last character? I think they are activated when you declare the character is going to do something, not after they are done. I am correct?

Correct, after the last character activates but before the end of that turn.
e.g. Queen Amanoa's CE specifies . . .
At the end of this character's turn, you may select any 1 unactivated enemy. This round, after all characters in your squad are activated, at the end of that turn that enemy is considered activated; save 16. (This includes Droid and Savage characters.)
While Darth Plagueis, The Wise CE does not . . .
Each round, after all characters in your squad are activated, living Sith allies remove 10 damage and gain Damage Reduction 10 until the end of the round.

Could also happen during your opponents turn if they defeat (or cause to become activated) your last unactivated character

The situation was that on my opponent's last activation, he was asking if he got the bonus DURING that turn, or not until he was done. We decided during the last character's turn.
