When a follower with a force rating uses a commander's force points, how do the points total?
Ex. Yoda of Dag. allows VAR to use force points for Force Push 4 this turn. Who pays what amount of force points?

Force Points must only come from one source. You cannot combine the two pools (the commander's and the followers).

what about, Characters in your squad can spend this character’s Force points. Thats the CE on Palp On Throne, can it be any character ?

As explained previously, your characters can spend FP from Emperor on Throne or Emperor Palpatine "Rebel Storm" or "Rebels and Imperials" set as it stated on the card. Unless it specifically states otherwise, such as character's with a force rating (from Darth Sidious, Dark Lord of the Sith), etc..
