Can you make a droid have Hutt Cartel from Bib Majordomo? It says followers but is not a CE

Yes. They still aren't subject to CEs, though. So you could give them Close-Quarters Fighting, Death Strike, and Overload (from Pote Snitkin). But they can't help as either part of Bib's movement CE.

Bib's Camaraderie only works for followers. Non-Uniques can get Hutt Cartel from Ortugg. Unique commanders (Droid or not) have no way to get Hutt Cartel, and hopefully never will.

"Camper" can let a Unique Droid be subject to any Fringe CEs, including Bib's movement CE.
