can the Vong collaborator use its ability on NR Vong? how does it work. Vong in it's name or the faction Vong?

Yuuzhan Vong Collaborator only affects characters of the Yuuzhan Vong faction.
An Ossus Guardian brought into a New Republic squad via affinity is of the New Republic faction and thus ineligible for the ability.

Sure about that ED? I'm not trying to be arguementative, but the Ossus Guardian does have Yuuzhan Vong in it's name. I don't see why it shouldn't work especially the ruling that came about for Xizor's CE affecting Black Sun allies. Could you clue me in on how you came up with that conclusion? Those rules don't say anything along the lines of a Vong used with NR can't gain the bonus. The Ossus Guardian is of the Vong faction, Affinity means it can be used in said faction, not that it becomes that faction.
The only thing that rule sheet clarifies is that even if your opponent has a Collaborator in their squad within 4 squares of your target... then you get a bonus from that figure as well. It stacks. And can be used with AO's as well.

Thanks for the insight Sithborg.
He is right. When the Ossus Guardian is used in a NR squad, he then ceases to be a Vong factioned character and joins the ranks of the NR. Since the Peace Brigade Thug's SA only works on characters in the Yuuzhan Vong faction, they will not be able to help out the NR Guardians.

Question on the same subject kind of.. @ Sithborg , when you bring mando's on sith are they still considered mando's because its a CE that brings them or do they become sith? Thanx buddy

Glympse: Yes, as Yuuzhan Vong Collabarator affects both allies and enemies. Percocet: CE's that allow other figures (Ulic, Gree, and Palpatine) to be part of the squad do not change the faction.
