Bait and Switch (Once per round, when this character is targeted by a nonadjacent enemy, he may switch positions with a Medium Fringe ally within 6 squares with a save of 11. That ally becomes the target instead, and the enemy cannot be prevented from attacking it this turn.)
Diplomat (If an attacker has line of sight to any enemies without Diplomat, this character is not a legal target and does not count as the nearest enemy, even if adjacent)
Does Bait and Switch trump Diplomat, even if the attacker still has line of sight to an enemy without Diplomat?

Yes. As with Decoy, Bait and Switch subverts the targeting rules (the targeting already happened, it just redirects to another character). cannot be prevented from attacking it this turn is specifically there for Diplomat and such.
