adjacent character has 0 force and activates, it fails the Presence of the Dark Side save. Does the piece have a force? can it use a force power like Brutal Strike or Sith Rage?

I guess the question is: Does Force Renewal happen before or after Presence of the Dark Side?

I would think you could choose either order to resolve them as the acting player.

Very similar to COTS Exar's Dark Force Spirit 1.

Just depends on if you want the activating Force Point to re-roll if you fail or not.

At least that is how I would rule.

Yep. Same trigger, so the character activating decides which to resolve first.
