Hutt Cartel Kajidii on Hoversled's CE with Camaraderie Options

The Hutt Cartel Kajidii on Hoversled's CE reads: "If your squad contains only Hutt Cartel characters: After setup, you may replace one Unique ally on your squad with a Fringe character of equal or lesser cost. Neither character can have a Bribery or Reinforcements ability."

How would this work with either Ortugg or Bib Fortuna's Camaraderie? What happens first? Would the CE take effect, and not apply due to the non-Hutt Cartel characters, or would it take effect after Camaraderie is applied?
