When these pieces are using their Targeting ability, does the chosen enemy piece have to be the nearest enemy without cover? If one enemy piece is further away from my R4 or Treadwell than another enemy piece, and the farther one has cover, does that mean that Targeting can not be used on that farther enemy with cover?
My gut feeling is that since "Targeting" isn't a "Replaces Attacks" SA, then these droids should be able to choose any enemy piece, with or without cover, no matter how close or how far the enemy is as long as it has line of sight but I'm not 100% sure.

You follow the targeting rules for Targeting. So the chosen enemy must either be the nearest enemy or an enemy without cover. (And if an enemy is adjacent, you must choose an adjacent enemy.)
