Disruptive vs. Activation Commander Effects Options

Does a character with Disruptive affect Commander Effects that control activation tempo by being within 6 of the non-commanders?

Example: Kyle is not within 6 of San Hill, so San Hill's CE of activating only one character is unaffected. However, what if Kyle is within 6 of other characters in the squad? Would that affect how many characters I could activate? In other words, if I were to activate one of those characters, would I have to activate another because his Disruptive effectively cancels San Hill's CE with respect to THAT character?

I couldn't find anything relevant in the FAQ. We concluded no, that Kyle's Disruptive would only work if he was within 6 of San Hill, because it seems to arbitrary and cumbersome otherwise.

Any thoughts?

A character with a tempo control CE affects the activation process, not other characters. The only way to negate the CE is to disrupt the commander himself, disrupting other characters will have no effect.
