Does it get extended by Relay Orders? The wording always confuses me and I know General Skywalker and GOWKs don't get extended by Booming Voice and stuff so I thought I would ask

It does. General Skywalker's commander effect also can be extended by Relay Orders or Booming Voice. GOWK's commander effect is different because you aren't counting 6 squares from the commander, you're counting 6 squares to an ally. It doesn't have a range as such, it has a condition. The CEs of Cad Bane BH and General Skywalker have a range as well as conditions.

For General Skywalker, the exception you may be thinking about is that the CE does not grant Momentum until a character ends its move. So for Yoda on Kybuck, he doesn't get Momentum while Galloping. He has to declare his movement has ended in order to gain Momentum.
