Ok so I put together a squad with a Rebel Leader and a bunch of troopers, assuming I could shoot with one guy and have the rest combining fire and do like, 100 damage. Does spotter +20 stack?

Yep. Multiple allies' attack boost for combining fire stack, as does the damage.

No, Spotter does not stack. While you would get increased attack by having multiple figures with Spotter combine fire, you would only get 1 bonus to damage.
This is explicitly covered in the FAQ under Spotter.

in that situation, i would have to run a SS Garindan. spotter +30 all day!
