Simple and easy, I want to have thrawn swap two rancors with savage (This character must end its move next to an enemy if it can and does not benefit from commander effects). Is swaping allowed?

No. A character must be able to be affected by commander effects in order to have their position changed by a commander effect.

But if a Varactyl Wrangler, Nightsister Sith Witch, or The Jedi Exile -- all of whom have Empathy -- were to be near those Rancors ... now you are able to swap.

Or just use Fel Cor's and you can swap them because they aren't savage
