Vodo-Siosk Baas is defeated within 6 sqaures of Thrawn.
Does his force spirit 4 still transfer??

Ysalamiri only prevents the character from spending force points, enemy or ally alike. and allies within 6 squares gain force immunity.
being that you arent spending any force points against the force immune character, Im going with Yes.

As Mandalore said, you can still use Force Spirit if your dying character is inside the Ysalimiri bubble, but you can't give the Force points to someone else inside the bubble (since Force Immunity prevents them from being affected by Force Powers).

I guess my questing is how and why is Baas on the same squad as Thrawn. Sorry if this is a dumb question, I don't know much about old republic anyways

They aren't. Ysalamiri affects both allies and enemies.
