Question: Do you take off for Rapport cost when you bring in reinforcements?
Example: If I have Ponda Baba, Galactic Criminal in my squad and have reinforcements would Dr. Evazan, Galactic Criminal cost 16 or would rapport work and he will cost 15?

Rapport works in that scenario. You'll see a lot of people bring in Talia with Jabba's reinforcements in a Talzin squad for that reason (Momma T's rapport takes her cost down to 19).

Note that cost reductions are used for:

* Squadbuilding (Reinforcements and Reserves and the like are "deferred squadbuilding").
* Points earned for defeating them.
* Determining who qualifies to earn gambit. Has to be worth 10pts after Rapport.

For abilities on cards that look a higher/lower cost characters (e.g. Bravado), only look at the printed cost on the card.
