A Question was raised in a character comment section, so I'll bring it here.
Would chain of command mean that Pellaeon would not be able to swap out a character who costs more than him?
Pellaeon CE: At the start of the skirmish, after set-up, you may replace one allied Imperial commander on your squad with an Imperial character of equal or lesser cost.
Ability States:
Chain of Command (Characters in your squad are not subject to commander effects of allies with a lower cost)

The designer's intent for Chain of Command was for it to prevent Pellaeon from swapping higher-cost characters.
So higher-up (cost) characters do not take orders from subordinate commanders and the sh!t all flows downhill.
CE's giving players (act control) usually also include caveats such as (This includes Droid and Savage characters.)
If Pellaeon's CEs stated (This includes allies with a higher cost.) then perhaps you could but I don't think you can.
