Balance Committee Suggestions for the 2023 Season
The sole purpose of this thread is to create a list of potential discussion topics for the 2023 tournament season. Please make a single post for each individual topic you would like discussed by the BC. You may include a brief paragraph synopsis and links to any related discussion threads.
This thread is not for discussion or debate over these topics or the Balance Committee itself. If you want to have a conversation go to a related thread or create a new one. I'm not saying this to be a jurk . . . I don't want requests to be lost/ buried by heated debate.
Don't repost (spam) topics already listed or request ones be removed from the list. Topics listed here are not guaranteed to make the final list of BC discussion items. The final list will be determined by reading threads, taking polls, and reaching out to the community.
This list officially closes on November 30th, 2022.

I still think we should be playing with a limited reinforcement pool. The unlimited sideboard is idiotic.

Jabba: Tight Security is oppressive.
It should only be triggered if the (opponent's) piece in question has LOS to Jabba himself, and should not be triggered if the piece in question has LOS to one of Jabba's hirelings. Jabba wasn't a congenial person who cared about those around him...he had just one person's well-being in mind: his own.

Nightsister Hunters: Plasma Bolt should be changed to -2 (rather than -4), or else remove it entirely.

Bib Fortuna: his movement CE is far too strong. It needs to be limited to once per round per character, or even more limited than that.
In the Finals match alone (the only full match I watched), that CE was able to be used 3x in Round 1, 3x in Round 2, and 4x in Round 3 (one of those provided the critical movement that Gandalf needed to end the game). That’s 18+ spaces per round…by contrast, R2 or Foul or Levitation (all considered powerful movement breakers for a long time) provide ~12 squares of movement per round, and those pieces (especially R2) often need to expose themselves in order to do their job. Limiting Bib's movement CE to once per phase for each character is absolutely not enough of a nerf.
Bib is already playing a huge role in Jabba squads by giving Rapport -8 and making all followers be Hutt Cartel. And giving Death Strike...that's another topic.

Damage Stacking: It has gotten out of hand and needs to be limited in some way or another.
My suggestion: "At any given point no character can receive a damage bonus from more than 1 source that is not printed on its card."
This one requires an entire discussion thread in order to properly state the multi-faceted nature of this problem.

Recently a growing number of abusive squads are centered around getting to "double cannon" a character each round.
We need a floor rule preventing a character from being cannoned more than once per round.

Floor rule:
I think the use a force point list should be expanded. 1 force to open or close adjacent unlocked door 1 force to gain acrobatics until and of turn 1 force to gain stable footing until and of turn 1 force to gain stealth until and of turn

The balance committee should not introduce any new floor rules or erratas that change the mechanics of the game or of characters. The only changes to characters should be bans or cost changes. At this point a lot of characters given errata in the past few years have not been updated on bloomilk, nor does anyone have new physical cards for them. With erratas stacking up it will only get more difficult to recall who does what. A ban or cost change is simpler to remember. The same goes for floor rules changing long-established mechanics; we should have a new floor rule preventing the stacking of floor rules with each other.
