After much discussion with the rules committee about this topic
A Character cannot be both fringe and non-fringe
This ruling stems from WOTC, and the fact that they created a special ability (cyborg) in order to allow characters to be both a thing (droid) and not a thing (non-droid) at the same time. So without some sort of special ability that allows for an exception to be created, a character cannot be both a "thing" and a "non-thing" at the same time.
This means that if you are playing Lux Benteri and Benthic together, an allied Partisan would not be able to get the cannon shot because they would have independent outfit and thus count as fringe.
This will only affect abilities or CEs that specify "non" something.
Characters can be Fringe and Mandalorian (or Vong, Rebel, Separatist, etc) and would thus still qualify for things like Talon Karrde's CE or be able to be in a squad with Bib Fortuna as those characters (and many characters and abilities) specify a "thing" (faction, subfaction, group, etc).
So Bib can still play with Mira. Talon can still play with Mira. Alto Stratus can still play with Talon. Mara, Hand of judgement can still play with Talon. Etc, etc.
Mira (and rohlan dyre) can still be moved by resol'nare or tribal intervention.

Correct, but to reiterate: Independent Outfit does not actually make a character Fringe. They count as Fringe only for CEs. The cannon shot is a CE, so for the cannon shot an allied Partisan with Benthic counts as Fringe and is not eligible for Lux's cannon shot. (For anyone curious about why the ruling took so long. The debate was whether "non-Fringe" means "not Fringe" or means "a faction other than Fringe". In almost all circumstances, it makes no difference. It only matters when interacting with Independent Outfit or with a Fringe character that has a faction SA like Mandalorian or Rebel. It was ruled that it means "not Fringe". That's based on how "non-X" is used in other facets of the game, and based on which interpretation would be less likely to cause confusion.)

That's really a bummer for this specific case. They really need to be able to play together.
Lux’s CE should have said “Rebel or Separatist” instead of “non-fringe”, then it would have worked.
