does it ignore targeting rules? and do damage and attack bonus factor into it?

They both follow targeting rules. Attack and Damage bonuses do apply to them.

One thing to note that is in the glossary but not on the card: Regular Twin Attack does NOT stack with Twin Blaster. Twin Blaster basically gives the character Twin just for those attacks.
