Does this ability break Bib's exclusion of characters that aren't Fringe? Could you have a character from Imperial for instance with IO and the squad count as Fringe? Or...Imperials if it suited your needs?

Yes, Bib Rivals out all characters with Independent Outfit, since the ability only makes them count as Fringe for the purposes of commander effects, and Rival is not a commander effect.

No, if you have an Imperial character with Independent Outfit, your squad has to be Imperial and so forth. Though I'm not sure what circumstances that would matter for anyway. You can still get commander effects like Talon Karrde's in an Imperial squad, as long as all of your characters are Fringe or count as Fringe via Independent Outfit.

I've sometimes made the mistake of thinking that you can take Independent Outfit characters from different factions and call the squad a Fringe squad. You can't do that. If you have an Independent Outfit character in an otherwise Fringe squad, you squad's faction is whatever that IO character is. An IO character from a different faction can't join in.

I was wanting to play The Son in a Fringe squad and get around the all fringe restriction. If I could have, I want to give him Hutt Cartel and overload and with MOTF 2, could lightning twice straight. Always looking for an angle.

I forgot we made those abilities (Darkside and Lightside). Depending on how you interpret the rules, you could actually play The Son with Bib Majordomo. The FAQ says when building a squad, you start by choosing a faction, and then choosing characters from that faction and the Fringe "faction". It doesn't say your squad has to have Sith characters to be a Sith squad and so on. "No, TO, my squad isn't Fringe-only. It's an Imperial squad in which I have decided not to add any Imperial characters. Big difference!"
