How does this Qui-Gon's rival work with Jolee Bindo?

Is Jolee prevented from using Force Valor?
Or is he fine to use it since the Rival SA only applied when building the squad (or adding reserves/reinforcements)

I'd say he's fine to use it. Rival applies during squadbuilding.
