Obviously, a piece can’t use teleport if they are inside the ysalamiri bubble, but could they use it outside the bubble, and teleport into the bubble, and subsequently attack? What if they were still outside the bubble but the piece they’re attacking, is inside the bubble?

It should work just like leaping assault. Which would mean you could use it outside the bubble and move into the bubble.
Willing to be wrong.

I would say yes. Teleport is affecting yourself not the enemy character.
From my understanding you can use Force Powers that affect yourself (Sith Rage, Lightsaber Assualt) versus someone with Force Immunity. I would think that follows this same precedence.
