Commander effect granting greater mobile to allies; mini activates outside of bubble, then enters bubble and attempts attack inside the bubble- does the mini get the greater mobile ability and able to use all attacks inside the disruptive bubble?

No. You check to see if the CE is active when you try to use it: i.e., when you're doing something you wouldn't ordinarily be able to do. Therefore, a mini using GMA checks for it when they attempt to make additional attacks after moving. If disrupted at that time, they won't get it.

Don’t you state you’re using greater mobile before you move or before you attack. I could be wrong

I could be wrong No. You are probably thinking of either Furious Assault (or other replaces-turn effects) or Deadeye (or other abilities that require you to not move). In the former, you replace your turn before you start your movement. In the latter, you promise not to move in order to take the bonus for standing still. For GMA, you don't decide to use it until you need it.
