Count Dooku's CE: If this character would take damage from an attack, an adjacent follower can take the damage instead. Whenever an enemy within 6 squares damages this character, one adjacent follower with line of sight to that enemy may make 1 immediate attack against that character. This attack does not use the targeting rules.
Relay Orders (Each allied commander can count distance from this character as well as from itself for the purpose of commander effects)
Booming Voice (Allies' commander effects normally limited to 6 squares have unlimited range)
How do Relay and Booming interact with Dooku's CE? 1) If a Mouse droid is shot, does it proc Dooku's CE? (I think the answer is no) 2) If Dooku is shot and his CE procs, may someone who is within 6 squares of the Mouse Droid make one immediate attack? 3) If Dooku is under the effect of Booming Voice, does it make his CE unlimited range for the purposes of him being shot at by an enemy?

1) You're correct- the answer is no. Dooku has to be damaged in order to use the second part of this commander effect, not a Mouse Droid. Relay Orders lets you count from a different character, but it doesn't make that character the commander.
2) No. Dooku's commander effect requires the follower making the attack to be adjacent. Adjacent is not a distance- a distance/range is always a number of squares. You can count distances from a character with Relay Orders, but you can't count adjacency (same with line of sight). So a follower adjacent to the Mouse Droid but not adjacent to Dooku can't make the attack.
3) Yes, it would. (The same would apply if they were shooting him from farther than 6 squares away but were within 6 squares of a character with Relay Orders.) An unusual interaction since there are very few commander effects that count range to enemies.
