Does Nom's granting of Self Destruct 20 stack with the Kel Dor's inherent Self Destruct 40?, meaning killing one does 60 damage if adjacent at the time of death? Or do they only retain the higher damage one?

Just the higher one. So a Kel Dor BH would cause 40 dmg from Self-Destruct when he's in a Nom Anor squad.
