Hett: Each follower whose name contains Tusken Raider gets +4 Attack and gains Evade.
Karrde: While your squad contains only Fringe characters, allies get +4 Attack and +10 Damage.

How would these two CEs interfact?

Hett is not Fringe, so your squad would presumably not contain only Fringe characters and so Talon Karrde's commander effect would not do anything. If Hett was Fringe, followers would only get one of the +4 Attack bonuses since direct bonuses to stats from commander effects do not stack.
