Does Khem Val count as having a lightsaber, in the sense that he would be able to get General Vaklu, Defender of Onderon commander effect for stifling?

A character is considered to have a lightsaber if...

1. The mini on the card has one.
2. The character card has an ability with lightsaber in the name.

Khem Val is not considered to have a lightsaber.

I do not think so. His card does not indicate that he had a lightsaber and he didn't use one in the source material (the OR MMORPG)
