If Kneesaa chooses a commander effect that affects non-unique characters from an enemy character through con-artist, does she count as unique through egalitarian? Pretty specific question, but just want to make sure.

Con Artist specifies that the character is subject to Commander Effects "regardless of restrictions". This bypasses abilities such as Exclusive Loyalty, as well as the conditions of the Commander Effect. For instance, if you were facing your favourite Twi'lek Jedi General, Kneesa could get Valiant regardless of the fact that she does not have a lightsabre or a force rating.

Egalitarian only affects her allies' abilities and commander effects. If she gains Con Artist and becomes subject to an enemy's commander effect, regardless of restrictions. Egalitarian and Con Artist do not affect each other at all, because one deals with allies' effects while the other deals with enemy commander effects.

Con Artist makes her subject to the enemy's commander effect regardless of restrictions. She doesn't gain the necessary requirements - she is just subject to the CE even without them.
