I'm almost leaning more toward Grandmaster Luke Skywalker. He may not be a bad idea with the restrictions your tournament will have. If there is master and apprentice, those are 2 minis you will not usually have to worry about all too much when running Grand Luke. Luke usually manhandles most melees and force users if he enters battle with at least 6 to 8 force. The restrictions may also limit to a degree the amount of solid shooters others can bring to the tournament, so Luke's arch enemies will be limited.
If you decide to play Grand Luke, I would recommend moving toward your opponent keeping out of Line of Sight as much as possible, and on the fourth round, move him out using his master speed to get to the biggest most threatening piece on your opponent's squad (usually not a melee piece), and on your way to him provoke as many attacks of opportunities as you can to MELEE opponents. This will allow you to possibly use Djem So Mastery to possibly cut down the entire melee portion of their squad in one round. Luke might take some damage during this, but your opponent will likely take more, and it will reduce the amount of minis who are possibly ganging up on Grand Luke. If you use Leia, have a mouse droid lead the way during the same phase so Luke can reroll his failed Djem So saves.
After you have the biggest "Distant threat" defeated (any mini who is nonmelee or has distant damage possibilities is a distant threat-Grand Luke's biggest rivals), you may be close to winning. After that, attack the next biggest threat or run to a spot where you are adjacent to 3+ minis to chop them down as soon as you get to the next round. Save most of your force for [Lightsaber Defense]. Once Luke is in the battle he needs all the help he can get to survive.
Try to keep mouse droids close to Luke if running Leia. They will do 1 of 2 things, divert attacks away from Luke allowing him to maintain his Hit Points and Force Points, or they will allow him to reroll failed lightsaber defense saves and Djem So saves by relaying Leia's Commander Effect. When you are rapping things up, you can allow Leia to come out and help finish minis off.
If time runs out, just remember if you have done much of anything to your opponent, as long as Luke is still alive you will likely win with points, but keep track of points and don't be afraid to be aggresive with Luke once he is in battle.
