Can Luke, CotF use 'Use the Force' when he gets his immediate attack from Princess Leia, or can he only use 'Use the Force' on his turn?

Yes, you can 'Use the Force' on any of Luke's attacks during any turn, including AoOs and immediate attacks generated by CEs.
