Given that the Czerka Scientist gives someone who deals 10 damage twin attack when within 6 squares, does that mean the start of the move or the end of the move?

EX: TBSV is 5 squares away at beginning of the turn and moves 2 further away to take a shot. Does he still get the twin?

no only while he stays within 6 once he moves out of range he loses the twin, because you would count range when the character attacks, not moves

that means anytime. the czeka doens't state gains twin/jolt at the beginning or end of the turn. with you example, tbsv has greater mobile, so he can use that to gm within 6 of the czeka and the gm away.

The Czerka is a static ability. Any eligbile mini within 6 squares will get Twin, but the moment they leave the six square range they lose the ability.

In general, you check if you are receiving a bonus when you would use said bonus. In the case of the Czerka, that is when you are about to to attack. If, at that time, you are within 6 squares of the Czerka, you get Twin. If you're not, then you don't get Twin.

Doesn't the Czerka's abilities only applie to characters WITHOUT melee and who deal 10 base dmg?

Negative... there are 2 SA's available for Czerka:
Czerka's abilities check base dmg 10, while other bonuses to boost up dmg can still be applied for Czerka to allow twin for that character within the vicinity of its SA.
or
Czerka checks base dmg 20, and allow other bonuses to boost up damage, etc, can gain Jolt

Utilizing either both of it's SA's have to be non-melee

Can Czerkas give twin to 10 damage nonmelee droids or jolt to 20 damage nonmelee droids? Because droids do not benefit from commander effects. This isn't really a commander effect, just a SA.
