So does Charging Fire and greater mobile combine?
Ex. If someone has double greater mobile and gets charging fire from han in SA, can they move 12 and get 2 attacks?

No. Charging Fire replaces a character's turn, meaning their movement and attack phases (or a combination of the 2). You would however be able to use Twin on a Charging Assault. Easiest way to think of Replaces Turn powers is that they mean you can't use a Replaces Attacks Power or move outside of said RT Power.

You can however after using Charinging Fire or Charging Assult spend a force point to use a force power that is only usable on that characters turn, such as move 2 extra squares, but it must be used before or after you use charging fire, not in between the movement of the ability that replaces turn

Point of technicality - you don't use Twin with Charging Assault. You use Twin whenever you attack: it just happens that part of Charging Assault is an attack. So what you said it correct, but I wanted to specify.
