75 Mandalore the Ultimate 63 Warmaster Tsavong Lah 26 Mandalorian Quartermaster 26 Tarfful 23 Mandalorian Captain 14 General Rieekan 11 Ithorian Commander 6 Advance Scout 5 Imperial Dignitary
I planned on using the Imperial Dignitary as the beat stick, he would be at +12 attack and 20 Damage. I would keep the Warmaster close to draw the fire a keep the Dig from getting attacked.

It breaks faction rules for squad building. I'm not sure what your question is asking, though.

If I understand correctly, they should all be allowed under Mandalore the Ultimate. I am trying to figure out if i understood the Dignitary correctly. Having the Warmaster there would force people to target him while the Dig beats on them.

I think the way Mandalorian Conscription works is that characters from other factions that are legally in the squad (i.e. Fringe or ones with affinity) are considered Mandalorians for the purposes of commander effects and special abilities, not that you can have, say, Vader, Luke, and Rex in the same squad.

I may be misunderstanding this then. This is fro the Glossary here on Bloo Milk:
Glossary Text:
All characters in your squad are considered to belong to the Mandalorian faction for the rest of the skirmish. If they were not already Mandalorian, they no longer have their original faction.
I took that as, you can use any figure from any faction, and they become mandalorian before the game starts. Please let me know if I mis-understood this.

The characters have to get INTO your squad before they can be counted as Mandalorean. The reason the effect is important is because many of the Mandalorian commanders have effects that only work on other pieces of the Mandalorian Faction and making everyone a Mandalorian spreads their love.

The Glossary for Mandalorian Conscription states that squad building must be under legal faction first before the SA resolves, meaning fringe that would be in your squad, would gain the effect. There are abilities like Uliq Qel-Droma that allows Mando characters to be in the sith faction during squad setup. If using both Uliq and Mandalore the Ultimate, sith and fringe characters get Mandalore's SA effect.
