Just need to understand this better...
GOWK CE is: Each follower gets +4 Attack and +4 Defense as long as it has an ally within 6 squares.
Master Kota CE is: Fringe followers within 6 squares get +3 Attack and +3 Defense.
Talz Chieftan CE is: Non-Unique Fringe followers get +4 Attack and +10 Damage against non-Unique characters.
I was under the impression that Commander Effects that were worded differently stacked.
For example... I know that the CE's of 2 Talz Chieftan's in a squad wouldn't stack...
Help please!

No, they all provide flat bonuses and thus do not stack. The fact that some are conditional does not matter.

The individual stat boosts won't stack, but different boosts will combine - for example, Kota and the Talz Chief will give Fringe non-uniques (against non-uniques) +4 att, +10 Dam, and +3 Def.

As always, EmporerDragon and headache62 are correct.
The only things that stack are special abilities of different names plus the best of straight bonuses. So Jabba CL who grants Cunning Attack would stack with GOWK's +4 Atk/Def and the Talz +10 Dam (his +4 Atk wouldn't stack with GOWK's +4 Atk because they're the same).
