Since this ability results in an attack, am I correct in assuming that it's affected by CEs? Like if Yularen's in the squad, it'd be +4 attack/+10 damage if the target has activated?

Final Shot does not result in an attack, like Probscubis. It is now a Deadeye like effect.

It makes it less confussing in my opinion to use than the replaces turn it was before. All replaces turn abilities i think are hard to understand what would go with them.
