if i have mon montha and supreme chancelor palp if i role a 20 do i get both reserves

Yes, but you take each seperately. This means you get up to 20 points of Republic forces from Mon Motha and 30 points from Palpatine but NOT just 50 points of Republic character. This means you couldn't bring in Rex.
