Sever Force vs Palpatine on Throne... Options

If I use Sever Force against Palpatine on Throne, does Palpatine also stop gaining Force Points? Does it stop other characters in Palpatine's squad from using his Force Points via his Commander Effect?

All of your questions are answered in the glossary definition of Sever Force. Click on "Glossary" in Bloomilk, then "Special abilities" and type in SEVER.

The glossary just mentions Hand of the Emporer, not his Commander Effect.

He would still benefit from Renewal, but his Force Points cannot be spent, whether it is through CE or SA. This is pretty clear from the glossary defination.
