Could someone please clear up the idea of GOWK's commander effect and the use of Mas Amedda? Regardless, you STILL have to have an ally within 6 to receive the +4 +4 bonus from GOWK. Correct? I mean GOWK's CE is already universal in it of itself. But it is still reliant on having an ally within the designated 6 squares. Or am I insane?

General Obi-Wan's Kenobi's CE is has no range and is thus not effected by Booming Voice.
A character under the effects of the CE must have an ally within 6 squares for the CE's bonus to take effect.

Obi-Wan's CE is rangeless; allies can benefit no matter where they are. The 6 square specification is a different part of the CE: imagine that he is giving an unnamed version of Gregarious (quoting from some other rules person on here, but I can't remember who it was that said this.). The 6 squares is not how far his CE reaches, it's just the condition that must be fulfilled to receive the bonus, and so cannot be affected by Booming Voice.
