Would a Mouse Droid be able to attack in if a squad with a Battle Droid Sergeant, gaining the 10 damage from the effect Roger, Roger?

No. This is covered in the full defination of Roger Roger in the rules insert.
Also, Roger Roger is a special effect, not commander effect.

No. Per the rules insert for GaW, the Sergeant only affects those with a previous damage score greater than 0.
