If I used Force weapon to give "+10 dmg until the end of the skirmish" to a Human Force Adept would it cancel the Ithorian Commander's CE "Followers in your squad with 10 damage and Melee Attack get +4 attack and +10 damage"

No, Force Weapon does not change your Printed Damage and only grants you a bonus.

No, because her Base damage is 10.
The only real base damage changer is the Yuuzhan Vong Shaper. Since the Shapers Damage is multplied by critical hits, a Vong, say Nom Anor would have a base damage of 20, instead of the normal 10.
All Force weapon does is add a bonus to your damage without altering it.
