I can't seem to find this rule.... If yobuck ends its last turn within 6 or global with mas... can he gallop attack with momentum to get +18/30?

When Yoda on Kybuck finishes his movement, he would get momentum on all galloping attacks triggered from moving into the final square.

Does Yobuck really get an extra attack against the same enemy if he stays within his speed and uses master speed? And how would momentum work with that? He gets to just stand there, say on his 16th square in his movement, and get the normal attack?

1. Yes, you still get your normal attack if you move your speed or less, as normal. This isn't subject to Galloppings restriction. 2.Read the defination of momentum.

He'd actually be attacking at +22 for 30 for his last Galloping Attack with Momentum since Galloping Attack gives you +4 Atk. Now if you had only moved 16 (with Master Speed) and decide to use your regular attack at the end as well then you'd only be attacking at +18 for 30 since you wouldn't get the extra +4 now that you're not Galloping.
