You have twin on there twice ;) and fear should be -2 Att. OOh what if the CE was Allied Droids gain flurry then that will make that new IG-88 really really fun :)

CE seems a little weak, but I'm not quite sure how to improve it. Well made and balanced custom otherwise though.

I suggest boosting the commander effect by adding deadly attack and/or vicious attack. Also, I suggest replacing twin with triple. Maybe add an ability that represents how grievous collects lightsabers from dead Jedi. These are all suggestions, because I don't want you to feel as if I'm trying to remake Grievous completely.

Twin with triple repersents a less mobile charcter, such as Darth Vader. I think twin is perfectly fine, with Jedi Hunter and Parry with movement 8, he repersents Grevious perfectly.
As for his CE, I would either suggest the twin that the great commander gave. Instead of Stat boosts, theres a possiblity of a extra 2 attacks if a crit is rolled. Which is a highly condictional, yet pretty interesting commander effect. Repersenting the overwheming, if somewhat inaccurate fire of a droid gunline under a terrifying commander.
Resulting in his CE being inferiour compared to the great commander, but with random boosts and more capable melee. This may induce a cost rise though.

Well, I had intended my Grievous to be more of a fighter rather then a Commander, seeing as our past Grievous's have been lacking in being the fighter he is. Wysten, you completely summed up what I was basing Grievous on. It's a trade off, choosing a good melee piece over a good CE
