Here's my take on the set:
Jag- You might want to make the CE affect Pilots in general, not just the characters with it in their names. There aren't a lot of those cases in Imperials, but it's still an idea.
Regent Stormtrooper: Overcosted. At -2 Defense from a regular stormie, no one would use him instead of said stormie. Squad Assault or -1 cost could help, but he wouldn't be on the top of anyone's 5-point filler piece list over the stormie.
Chiss Imperial Officer: CE is a bit too powerful with Admiral Piett and Thrawn (Mitth'raw'nuruodo) in the game. Thrawn gives allies Opportunist, so anyone subject to both effects are getting Opportunist +20, in effect. I suggest changing the CE to Advantageous or raising cost by around 8 points.
New Republic Pilot- Looks very alike to the rebel pilot. needs something to make him different. also, he doesn't need Pilot, 'cuz it's in his name.
Senator: You could drop the cost 3-5 points; if he gets too close to someone for Disruptive, someone can get out of sight of anyone but him and blast him out, so he's a bit fragile for the cost that he's got.
Tesar- cost looks a few points too little; bring it up by 4-5 points, and it'll be good.
Seba- cost is too low by around 9-13 points. Also, you spelled Precision wrong.
Lowbacca- HP pretty low. Unique Wookiees generally have high HP, and so do Jedi; you gave him a rather low HP for the combo of a Unique Wookiee Jedi.
NR Scientist- Alpha Red is pretty cool, but useless if you aren't fighting Vong. Should affect living characters in general.
PB commander- Good CE, but I kinda expected (from the name, just initial conclusions) that he'd help the Thugs and their 10 Defense, but the CE is pretty good. Also, he's a bit overcosted, but you could have him give out Squad Cover and Assault, and keep the cost the same. Is he supposed to have Vong Collaborator?
PB Enforcer- Vong Collaborator?
Droma- CE could be worded less confusing-ly (
is that a word?) if it simply said Ryn allies gain Relay Orders.
Chiss Scientist- Alpha Red- same as NR Scientist. also, Enhanced Blaster is great.
Jacen- Affinity isn't what I'd call it. Aversion would sound more accurate.
Shimrra- Immediate Yuuzhan Vong Reinforcements- should technically be Immediate Yuuzhan Vong Reserves 20. Also, for most of the Immediate Reserves abilities, you can roll a 5, 10, 15, or 20.
Sheedao- I can't exactly bring to mind what Merciless does, but putting it on a Vong seems... unpleasantly dangerous. With Vong subject to the PVong Priest giving them Scarification, and the Shaper giving them +10, the Advance Agent Officer giving Cunning, getting Poison+10 from Yomin, Momentum from Tsavong, and the Subaltern giving Double, that's a lot of hurt. Defense/Attack booster CE would be better suited to the faction.
Vong Commander- Same thing. Instead of Bloodthirsty, you could stay with the hatin-on-the-wounded by giving them +4 Attack against wounded enemies.
Vong Infiltrator- I
Door Sabotage. that is possibly the best custom ability that I've seen in my Bloomilk history.
Vergere- an ability with the name Force Withdraw actually had me expecting the exact opposite of what it really is. It's still a cool ability.
Voxyn- Undercosted. For only 2 points more than the Vornskr, you get +20 Hit Points, -1 Defense, -2 Attack, +10 Damage, Savage, Ambush, +2 Speed, Double, and lose Stealth. I'd raise the cost by at least 4 points, at most 12 points. Admittedly, he's got less synergy than the Vornskr, but he's still considerably stronger.
Master Shaper- As I said with Sheedao, Vong don't need more damage boosters. Good concept, but the Vong can get too much damage from bonuses.
