There is one restriction for the Storage, Control Room, and Cargo Bay tiles where you can place a mini and have it be completely surrounded by walls/non-tile which makes it possible for it to do absolutely nothing and not risk getting hurt. Those were popular tiles for Mas Ameda but the restriction was made due to those.
