When a non-living character gets hit by a character with grenades and EMP grenades, does the character have to fail the grenades save in order to be affected by EMP grenades?

Glossary: Whenever a nonliving character would be affected by this character's Grenades ability, it is stunned (considered activated) this round; in effect, it skips its turn. The character can avoid this effect with a save of 11. Huge and larger characters ignore this effect.
By that it ways when a character would be affected by this characters grenades which to me means yes they would have to fail the orriginal save to be affected by it. But i would wait for a more solid answer.

This is the way I am interpreting it. When a non-living character is being affected by EMP Grenades, they are forced to make 2 saves. One save is for avoiding the damage, the other is to avoid being activated. Both saves must be taken regardless if you pass or fail the damage save.
EDIT: Think of this like getting hit with Jolt and having Evade. Let's say you make the save for Evade, you still must roll for being activated because you were still hit.
