I read a while back that he was banned from DCI tournament play. I've been reading the DCI rules however, and that's not mentioned anywhere. My question is, is GOWK banned or has it been lifted due to the Soresu Style Mastery changes for tournament play?

It's been lifted. Soresu Style mastery now works only on non-melee attacks for tournament play.

yes ssm has been changed for dci play, but since dci is no longer a factor for star wars he goes back to normal

This is misleading. Officially sanctioned events (GenCon, Regionals, etc.) will continue using the DCI rules. If you choose not to use those rules, then nothing changes for you (he was never changed if you didn't follow DCI rules). If your store for some reason used DCI rules but is now going to no longer use those rules, why did you follow them in the first place? Will you keep playing with Gambit? Will you play games with a time limit? Will you continue using the same setup rules? Will you use the Open, Standard, and Restricted map lists?

If you play competitive, sanctioned events, he will remain with the Soresu Style Mastery changes. If you just play for fun in unsanctioned events, of course he "goes back to normal"; the ban and subsequent change never even applied to you, so he never changed in the first place. The question was about tournament play, though, and tournament play will continue following the DCI rules (with possible updates, just like the DCI rules would be updated, from the EXACT same source which updated the DCI rules).

So in answer to theultrastar, if you plan to play in sanctioned tournaments, yes he is unbanned with the new SSM change.
